Management Development Programmes for the Asia Pacific Region Maritime Industry: The Singapore Port Institute
Singapore, although a city-state of only 2.7 million people, is the world's busiest seaport by every measure: number of vessel arrivals and departures, total tonnage of vessel traffic, and volume of cargo handled. It should not be surprising,then, that the Port of Singapore Authority has taken the lead in maritime-industry human resources development in the Asia Pacific region. The Port of Singapore Authority (PSA), a statutory board under the Ministry of Communications and Information of the Republic of Singapore, was founded in 1964. It performs many more functions than a port authority in the USA or Canada; in American terms it combines the role of a local port authority with the responsibilities of the US Coast Guard, a harbour-pilotage association, and the National Oceanographic and Atmospheric Administration.
